I moldboard old hay ground after the first cut is off then drill winter wheat ~4-6 weeks later. There are a few passes with the disk involved though. My wheat has fewer weeds than most people's.
I have plowed under wheat stubble and straw then did a couple of passes with a turbo till then planted alfalfa/tim right after.
Just plow and plant
