I'd guess the ground is too heavy.  If its wet it will smear the ground if its dry probably won't go in the ground.

Re-read the post and as to chemical burndown, we use a lot of chemicals here for weed control, especially in the 'winter'.  Not only RU but Valor, atrazine and other residuals as well.
