I have been an agronomist for over 30 years & I have never read of any documented "best ratio" of phosphate to potassium in soils. If you look at nutrient uptake of corn & soybeans they uptake 2-2.5 times more potassium than phosphorus. This is close to the 2:1 ratio you mention, but that is plant nutrient uptake not the ppm or pounds of nutrient in the soil from a soil test. I hope this helps!
