Almost impossible to collect prevent plant due to drought. We can't even do that out here where the drought is at extreme levels. Plant the crop and hope for the best. Like someone else said. Plant and get full payment if it fails. You never know when the weather pattern will change. I remember planting back in the 80's and it was so dry I thought "this will never work". Later it rained for most of the summer and we had good crops.
