At the application rates recommended for hog manure it would be tough to build o.m. with hog manure. Dairy manure is a different story. There's more fiber in dairy manure and application rates are much higher then hog manure.
Are you planting soybeans? Beans are rough on o.m. I would say you can never build o.m. if you have beans in your crop rotation, you'll have a tough time just maintaining o.m. A established cover crop following soybeans might help.
