| Now we are talking about product quality and I think this should be tested upon truck arrival and before the discharge.
I think if they add something to increase the volume, this something is water or water mixed with a second something to give the right density.
When truck arrives you need to do some small checks about quality before the discharge, I am not saying you need to have a laboratory.
If you take a sample from the truck before discharge to measure its density-temperature, salting out temperature and freezing point, I think it is enough to know if the product was diluted or not, and claim to the supplier if purchase was door to door or to the carrier if supply was ex-works and transport is under your responsibility in this case you need to have something to ensure that product quality loaded to truck was good, when product is out of spec.
