Some people believe certain crops and alleopathy is just lack of nitrogen. That can easily be addressed with starter nitrogen when you plant or whatever. It would in theory be worse in a drought as nitrogen needs the water to get into the plant so the less water the less nitrogen that would be available to the cotton. To me it sounds like a great rotation and it should work good.
