I never did understand the priority given to fish and streams over productive irrigated crops.
One generates a farm economy with cash sales, tax base, schools, future, the other is strictly pleasure for weekenders.
If you think water rights are tough in Nebraska, It's worse in Iowa The state owns your water under your property, or streams adjacent or through it. You have to get a permit to do anything, even dig a house well.
