The part i don't understand is where some landlords feel the rent should be based on expected productivity, PLUS "X" dollars higher because they are taking so much risk owning the land. What?

That would be like someone buying 1,000 shares of XYZ stock, and expecting part of the dividend to be based on nothing more than "hey, thanks for buying us and sticking with us! here's some more money- not based on our profitability mind you...it's just a bump for owning us and not having your money invested in something else! thanks again!"
