The 200 amp most likely will transfer the whole house from utility to generator. The 14 circuit will only transfer the circuits you choose to be one of the 14 and the others are not able to be run on the generator. You will need to do some load management in either case, but less with the 14 circuit panel if it's set up properly. The 14 circuit panel may not be able to feed a 240 volt circuit, so check that if you need to run AC, dryer, heat etc.

Installing the 200 amp panel will likely require the power co to pull the meter or cut off power some other way so it can be installed between the meter and the main panel. The 14 circuit, maybe not, just open the main and then wire it in. Most likely uses a 2 pole breaker installed in the main panel to feed the switch under utility power. When you move the circuits you choose for the generator panel, you'll leave plenty of room for the feeder breaker.
