As Dave said above we are all paying for the ones that don't have insurance. I don't know what the answer is but the system we have been living under gives you no incentive to pay for health ins. if you have no assets. The hospitals have to treat you even if you can't pay. That is why the ER is full of people that are there for no serious illness or injury.
