There is a HUGE difference. Liability insurance required to drive a car is for the protection of the victim in an accident and is not for the "insured".
The healthcare is more of a personal thing. The insured is who gets covered.
The only problem with your logic, is that you and I are paying for the people that do not have health insurance. I think that sucks.
