What makes the protein pellet you purchase different from the protein pellets a dairy producer would purchase?

Answer-nothing.

You trust the production and labelling and so do they.

Sometimes, there is a bad apple and it's probably not the producer.

The problem comes that there can be products out there a lot cheaper due to restrictions placed on their use or the cost of transportation. Plus, there is a certain chance of contamination when various products are run through the same facility.

Lot's of things have been done, but nothing absolutely assured you or them that the pellet they buy is purely and only what they believe they are purchasing.

This all doesn't much apply to the California case anyway because it's not a feed contamination case anyway.

In those cases we are dealing with a luck of the draw type of thing and no one is to blame. What is done there are practices to prevent it from spreading, and as far as I can see, the dairy did everything right. The only way to be assured of not having such a case is not to have any cattle. Not a good or reasonable alternative.
