How to bleed the fuel on a 3406A to get the motor to start?

Subject: How to bleed the fuel on a 3406A to get the motor to start?

  I raised the body and used the plunger pump to bring fuel up to the fuel filter, but it would not start.  I took off the screw on the plunger body that lets the air out until the fuel starts coming out and saw the seal ring was bad.  Got a new seal and sucked fuel up again to the fuel filter and kept pumping the plunger as I was closing the screw with the seal on it. 

But I think I have run the injector pump out of fuel in all my starting attempts before I found the seal problem on the screw.

Now what?

Do I break the lines loose at the fuel pump and use the plunger pump to try and force fuel into and through the injector pump ??

Or

Do I break the lines at the motor and use the plunger pump?  or Do I break the lines at the motor and crank the engine to get the air out of the lines so fuel will get to the injectors ?
