I went to Varadero about 8 years ago. 95% of Cuba you wouldn't know is any different from Mexico. Havana rivalled Vancouver for the highest concentration of beggars I'd ever seen. Could very well be safer to visit than Mexico right now.
I was told that Americans who visit Cuba via Canada, if caught, face very stiff fines.
