Had a box turtle shell in a 4 inch tile once and it acted like a check valve. I dug the tile up above the plug (shell) and kept poking a stick in it and it would open and let water through but when I pulled the stick out the shell would close the tile would back up with water again. I had to dig a few more feet of tile up and then found and removed the turtle shell.....problem solved!
