I had a similar problem with my 94 a few years ago, about tore my hair out trying to find it. Turned out to be the fuel heater had shorted out by the plug and had a small air leak around the terminals. New fuel heater fixed it.
The fuel heater is on the filter base, a black plastic donut about 3/4 inch thick with a wire plugged into it.
