Without that you have no idea what you are getting. Could be sterile and you get nothing. I suspect we have a neighbor using some sorta sterile waste from our county as where ever they pile it in the field and it is only there for a few hours nothing grows, not even giant rags or pigweed! I suspect it sterilizes the soil.
