I have at least one cow that will do exactly as you describe. I guess they want to graze somewhere and come back to base to rest. Unless caught in the act it can sometimes be tough to notice if there is brush in the fence line. The way Ranchhand describes it is how I would like the situation handled if I was on either side of the fence.
