West KY, Miss River County | Yes they can do a lot of damage. Sometimes a cow will straddle a row, walk down it and bite the ears off the adjacent rows. Mine have been known to exit during the night and be all 'present and accounted for' during the day, only to wander out the next night. The neighbor is likely uncomfortable about the whole deal.
Don't show anger! Take your pictures. Tell the neighbor there is a problem, ask him to look it over and see what he thinks. Notify his insurance company as well as yours.
When you make the claim include cost of fence repair-most states give each landowner responsibility for half the fence. You might him to be more agreeable if you 'buy a little material'. The most common guideline is 'the right hand rule'. Stand facing the fence and each is responsible for the fence to the right.
I wouldn't make a big to do over it, but is there any chance they got through on your half?
