It will take a while to get most of this ground anywhere close to exceeding an P levels.
That really depends on his starting point P levels. But, generally I would agree with that statement.
The problems lies in getting those "high" P levels (once achieved) down to whatever the latest government employee du jour decides is acceptable without regard to sacrificing yield. Of course, in many cases those set levels are generally driven by political or personal bias motives.
