New Mexico | drill thru one aquifer all the time to get to another and HAVE to ( by most State's water laws ) seal the top one off in most cases as drilled.
Irregardless, when the co that was drilling on Russ's hit salt water, they figured it would bleed off in smaller amounts thus not be a problem and they proved wrong on that guess.
It would have cost extra dough right away to bring in a larger rig, force downhole and seal the hole.
The pipeline co was trying to save money on this deal and it's now a saved 5 cents that's going to cost perhaps $1 to 2 million.
Generally when a site is wrecked it does not matter how far away good dirt is.
The bad dirt is hauled out and good dirt hauled back to remediate.
This is an EPA forced cleanup if Russ calls em out.
