Depending on your opener type and spacing, you can run up to 30# of salt. You calculate your total salt by adding the %N and %K of your blend, and multiplying buy your application rate. In your example, you are at 31-34# of salt.

I have experience with foliar micros, and it has been variable. If you have a significant deficiency, foliar isn't enough; you need it in your starter too. Most of the micro deficiencies I have seen are copper, with occasional zinc.
