Missouri river bottom south of Sioux City, IA | I assume you tried a different serial cable between the NavII and Pro 600. It might have been faulty. Another option is to make a serial cable with only the ground and TX wires going from the NavII to the Pro 600. You don’t need to be sending data back to the NavII. You then create a one way street were data should only go in one direction. You will be eliminating the other 7 pins in case they were bleeding off some stray voltage back into the NavII. Also make sure the NavII system and Pro 600 are using the same common ground.
