when you derate wire you actually go off the 90 degree rating,, the derating for #12 is still 20 amps.. and positive you arent supposed to share any neutrals on anything other than incandescent lights,, granted it may work, but the right all these silly rules for good reasons... PS you can only load lighting circuits to 80% also if thy are flourscents...
