local farmer took a vacation this summer... went out your way.. and further west.  He told me he visited a grain elevator, where they ship grain overseas (if I remember correctly). Guy at the grain elevator made a comment to the effect "we know how much F.M. is allowed, and we don't go over."  And this farmer "heard" (or read into that comment) that the elevator makes sure enough foreign matter is added to "meet the quota."

So, I guess you might as well add that foreign matter, because if you don't, someone else might!
