Yes that would be a good hay tractor. The stocker idea would work but the cost of fencing and maintenance is high too. Hard to recover start up costs in either.
I don't want to discourage you, there is some solution to your question but I am not sure.
Whatever you do, soil test, tissue test and forage test for either operation so you maximize production on your investment.
