We used to have issues occasionally with Dual II before the safener was changed. It would usually occur on lighter soils following a fairly heavy rain 2 inches+. There did not necessarily have to be crusting, the plant was just taking up too much herbicide and was unable to outgrow it fast enough. Plants would leaf out underground and the ones that emerged would corkscrew. Did you get some pretty stiff rain shortly after the herbicide application? Just a thought.
