Back in those days, Barley was a non-program crop and some big farms on the Crow reservation grew tens of thousands of acres of barley because they had no history for program crops.
Was even talk of a "Barley Sugar" plant in Montana because Montana barley was the lowest cost carbohydrate at the time.
Believe it was in the Kennedy years the US farm program was revised.
