You say it's GREED when the owner rents to someone else.  Why do you think the landowner should pick a lower bid, and how would you have him decide which lower bid to choose?    

Isn't it also GREED that makes someone want them to give land to them instead of to someone who offers a higher bid?  If the bidder wasn't so GREEDY he would offer more?  Makes just as much sense as what you are saying. 

The bottom line is that it's 100% the decision of the owner who they rent to.  They don't have to justify their decision to you or anyone else, they own it, they get to decide.  If you don't like it, they probably don't care.
