| wkuag's comment is right on... tomato seeds are naturally coated with germination inhibitors that are easily removed by fermentation.

rotting in the field or passing through a digestive tract also removes the inhibitors.
Some people claim that swirling tomato seeds around in your mouth (exposing them to saliva) is also sufficient to remove the inhibitors... I haven't tested this.
