Is a JD4440 w/PS supposed to coast sometimes like it is in neutral?

You are right, there are actual clutch packs in the transmission, but the engagement of the tractor is through an inching spool connected to the pedal. Depending on it being an 8 spd or a 15 spd powershift, there would be C1, C2 and C3, and B1, B2, B3 and B4 on the 8 spd, and the 15 spd would have those clutches and brakes, along with the addition of the input planetary, which houses BHi and CLo. Now thats just technical talk, and actually, i'm only going through school for this right now, and i just finished a class on transmissions, so i can't say why it would freewheel, but as for it not moving when releasing the pedal, your inching spool could be sticking in its bore. I hope i was of some help, but i kind of doubt it.
