That would be a realistic assumption.
The reality is there is odd situations where a logical price gets thrown out of wack. Hunting ground and land that borders two operations that "have" to have it come to mind.
Cash flow means absolutely nothing.
If the attorney/MD/entrepreneur/etc has the cash it will be bought. This is becoming more common locally.
