southern MN | I would chip away at it with an old dull chain, the one I use to cut roots.
I would look over the fence and cut parallel to it and try to get close and not hit it. Split off pieces and just keep working on it. An axe might get involved at the end.
If your stump is still tall I would dig out the roots and cut them off with that old chain in the saw, try to pull it over and out with a tractor.
Depends what kind of tree, hardwood with a deep tap root or a softwood with shallow spread roots.
And how big the trunk is. If it has a fence in it it’s not a sapling size, if it’s over 5 feet across you aren’t pulling it out, if it’s a fairly thin softwood cut a root and leaning on it might get you there.
Depends on what you have.
I wouldn’t hire on to do it with a chainsaw either. It takes more time and labor and risks hurting the saw. Worth it for the homeowner with the tools and some experience to try and save a few bucks over hiring the excavator , not worth it for the person coming in for a case of beer….
Be careful hitting a wire can be exciting……
