There are two factors that effect alfalfa persistence, besides winter survival that is.
One is pest resistance. There are any number of diseases and critter pest that effect alfalfa. If none are a factor in your area then a common or public domain variety will work as well as any.

The other is fertility. As for fertility the true test for alfalfa is the tissue test, more than the soil test. Soil test are just not reliable for the minor and micro nutrients.

A watch can be accomplished using the mineral analysis in the hay test, but for the full spectrum you want to pull a nice clean tissue sample. Pay the extra and test for chlorine and Molybdenum.
