I tend to agree with the idea that the problem is with the valve. You do have the Integra setup as PWM right? I am not certain if it was the Ag Leader systems or the Raven systems or both that allowed one to observe the PWM signal being sent out on the display.

I'm very certain that at least with the Raven 440 type controller set as PWM control, that the digital value of the PWM being sent out could be displayed. I believe it could range from 0 -254. I'm not certain if the Ag Leader does this type of thing but if so it would be under a diagnostic screen. Seeing that value change and watching any change in the actual speed of the seed shaft could be helpful.
