Couple of good points, Having a manual circuit going "straight" through would be handy for a fan. If he is using that circuit he would not have any control.

It might be as simple as switching to the other port. Adjusting the nut would be an alternative to using electricity for the test.

We had occasions where we needed to run two orbit motors independently but off on a single hydraulic source. We would run the pressure to the first valve IN port as usual. The CF port went to the first orbit motor as usual. The EX port of the first PWM valve tee'd into the OUT port from the first orbit motor. That meant that the oil went into the first PWM valve and got split but rejoined after the first orbit motor. At that point this oil was directed to the second PWM valve to repeat the process. After the second orbit motor the oil again rejoined and was routed back to the tank.

This "split and rejoin" process meant that full flow was available at both control valves.
