No electricity at the coil, the internal hydraulic plunger will be fully closed so no oil flow to the orbit motor. 12V to the coil, plunger should be fully open,
That is true if the valve is normally closed.  Flow controls are also available normally open where you need to energize to close the valve vs energize to open on a normally closed valve.
