To do something like this, you will have to define the goal.  What do you think is optimum?   I have an algorithm developed for one client where the rule was "no site shall be neglected on any nutrient", which means that other sites get drastically over applied.    Or you could assign a "cost" to over and under application to each nutrient and go for minimum cost.    You've got to define the rules, Darin.
