middle TN | I've seen them done all ways here. This house has OSB w/ fiberglass shingles, one layer, plus 1x rough sawn poplar decking over that, then the standing seam steel roofing. The only thing that concerns me came from a local volunteer fireman talking about a house fire he attended that had a roof with original shingles(maybe more than one layer) with steel overtop. That particular fire was said to be out, with moderate damage to the house, but the shingles kept smoldering and re-igniting the fire. They had no good way to find where hotspots in the shingles were, and had a hard time getting the fire out without alot more damage to the house. Considering that, I think if it were being done over, we would strip the fiberglass shingles off before the second layer of decking. It really wouldn't have taken long to remove the layer of shingles anyway.
