I "inherited" a small troy bilt tiller last winter that had a similar problem. Luckily before mine was parked in the barn, they drained all the gas so the varnish wasn't the problem. But the fuel line and gasket around the carb bowl were both cracked. Fixed those and changed the air filter and it runs like a top now.
Troy bilt tiller problem?
