I'd use a torch and get the exhaust manifold cherry red around the bolt.Heat is your friend here.And if there's room (you mentioned small block)the fast impacts of a impact driver( like the on you put screws in with)works wonders with a adaptor for sockets,it won't bust the bolt off.
