Should be able to take the wheel off and inner fender off to access it from the outside. Way easier and can get different tools in easier. I would let it idle for a bit and try a ratchet on a long extension. If that don’t work, try the air hammer/socket device. If that don’t work, go with the torch and impact. You maybe be surprised. I did a 1966 Chevy and had it off in no time.
