| Just ask local law enforcement to run the s/n to see if stolen or otherwise on their radar. No need to tell them anything except you would like to know before possessing. No need to turn in unless it comes back notorious.
If I were guessing someone with a felony conviction and not allowed to possess a handgun threw it out before being pulled over for speeding or something to keep from going back to jail. Gun may or may not have any connection to any crime,
