They should put them in the desert and not on productive farmland. I was in San Diego one time and saw some in parking lots. The were built high enough that they parked cars under neath in the shade. This could be applied to say a hay storage shed or even in parking lots at say menards or shopping malls.
Snow load would be only potential issue.
