Are you sure it is a flow control and not just a solenoid on/off valve?  Knowing which cartridge is in the circuit would be a huge benefit for trouble shooting.  There is a part number engraved in the sides of the hex on the cartridge next to the block.  That will tell us what style valve it is (i.e. ON/OFF, NC, NO, etc.)
