I agree. Every government has always been a mixture of ideals.

What I see as the road block to taxing the billionaires is that although the billionaires are few in number they have power over the government because they are in a position to offer attractive kickbacks to the politicians and their interests. This, together with the fact that the huge mass of poor people have nothing to offer financially but they can offer a vote and the perfect storm is set up to hit the middle class. The middle class does not have the numbers to effectively sway votes, they do not have the individual powers needed to sway the public officials will, so they have become the target. The middle class can be taxed to supply the poor with money, the billionaires can be the cash cow for the politicians, and the massive number of votes from the poor can keep the politicians in power.
