I don't think it matters what the exact program is, society will pay if there is a program or no program.

If there is no support for those who can not support themselves then police costs and insurance costs will rise to cover what those with nothing will take just to survive.

It would seem one well designed and balance plan would be the least expensive but of course the devil is in the details and how it is designed and controlling the bureaucracy that drowns so many plans.
