My thought is that it is for more control. Those on welfare, food stamps, or whatever program are currently slaves to the govt. Some will stay that way, while some will become self sufficient and move on. By giving money to everyone, they up the game and all are dependent. I believe that is why those of us who didn't really need it, received Covid relief $$. Just a way to make us feel like it was a good thing to hand it out.
