As mentioned, if you don't have the filling funnel like came with 20 series tractors you are putting un-filtered fuel on the clean side of the filter.
Your combine has an electric lift pump. Turn the key to the run position and listen for the pump to quit running. Do it another time or two then crank the engine and it will all be fine.
